ADDITIONAL DETAILS... - At 943 PM CDT, Doppler radar indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. - Some locations that will experience flooding include... Duluth, Superior, Hermantown, Proctor, Oliver, Wisconsin Point, City of Rice Lake, Irving, Park Point, Central Hillside, Denfeld, Billings Park, East Hillside, Chester Park, Spirit Valley, Piedmont Heights, Cody, Congdon Park, Duluth Heights and Kenwood. - Areas most likely to experience minor flooding are portions of Duluth along and below the hill. This includes the I-35 tunnels and surface streets in downtown Duluth.

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding.
